On Chrome 138+, no. The translation runs on-device via Chrome's built-in Translator API. On older browsers, the extension falls back to opening translate.google.com in a new tab with your selection.
Chrome downloads a small language pack once. The popover shows the download progress. Subsequent translations are instant.
